When a cobweb is thrown using a class that has throwable cobwebs (Fisherman for example) the cobweb will refuse to spawn a lot of the time if it lands on grass or on path blocks. Easy to replicate by going said class and throwing cobwebs on these blocks. Big issue on Eoford map because of how many path and grass blocks there are. I can help replicate it whenever if you want- I think the solution to this would just be having cobwebs override blocks like that because it would only mess up game world and the damage would be reset soon anyway
