They would still be stopped by Rangers, Border Guards, etc, since they could be carrying the plague. The Legio IIII Invicta would be deployed to stop them.

Why does it matter to you if they carry the plague? They are leaving your lands, and going to Rhun. It is not your concern if they infect Rhun

It is, since Rhun is an ally of the Bloodsworn, and Ologor doesn't want the plague to spread.

They use Thieves Oil, it prevents one from being infected. They would gladly share with you, if you let them continue their nomadic way of life

We already have the recipe, since the Natural State has shared it with the world. The Natural State within Bloodsworn lands will be held at the Rock for protection till the plague is over.
