Well for me in California we have a mandated amount of time we have to do with behind the wheel training with a professional. I haven’t even started mine yet, even though I should’ve by now.

What is a professional...? A truck driver? A bus driver? Maybe a cabbie...
Why are u confused? He needs driving lessons to get a driving license. If you dont have this and you get caught riding then you're in big trouble. Its all about the license not the actual lessons, everyone can drive. And this is the same in the US I assume.

No I've never heard of that. Here you have to take a test to get a permit, and then you can drive with any adult in the car. Then a few months later you can take a driving portion of the test, where an instructor rides in your car and you have to drive in a course. It's free
