Currently, on the EW TexturePack, there is a texture for each type of armour, which is fine, but there are ways that this could be developed further. There is a way to assign a texture - I think using Optifine - to a named item.

Using this there could be different textures for armour for Gondorians, to the armour of the orcs, whilst having the same armour points. Here is a tutorial that I found for it, along with a bunch of other interesting tutorials.

Couldn't you just make an alternative version?

It would make the gameplay the closest thing you can get to LOTR mods.

Well, it doesn't break the resource pack for anyone without Optifine. It could just be an add-on to the regular resource pack. This means that if people really wanted to be more immersed than they could get Optifine, but it wouldn't severely change the overall gameplay.
 
There wouldn't be much point to it, because it's all about attracting new players rather than pandering to old vets. I know it seems cool and it wouldn't prevent people without optifine from playing the server like proper mods, but the staff would rather add maps, fix bugs, add kits, fix bugs and just add more features available to everyone in general, like fixing bugs.
