Is spawncamping at your own teams spawn allowed?

This guy daveofawesome was refusing to leave his spawn and stop shooting @ the main gate on minas tirith, and he kept calling me "dumb", "idiotic", and in all caps swearing to everyone in chat, ill provide evidence if ya want me too. Anywho, I have a question: Is spawncamping at your own spawn allowed? Thanks!

I just got 21 kill streak alone on that guy, he has 0 skill anyway.
 
Players are allowed to hide in their spawns. They are allowed to shoot from the spawns. But by do so, they are allowing themselves to be killed. A player from an opposing team is allowed to kill them,, and it won't count as spawn kill.
