I could not, but with a little bit of research I was able to decode what you said. I should probably learn runes too...

I know not of any online thing that can do this for me, so forgive me writing it by hand.

Hmm, first word should be similar to "Etel", though I can't figure out what the stripe under the second letter of Sauron's writing means.

Quenya style, not Sindarian. Vowels are shifted up and to the left. That little dot under the first character is just my writing, not a silent e. Sorry for the confusion.
The stripe underneath indicates a double consonant. The first word is "Tell".
