1. They are limited on Minas Tirith. (9 max)
2. They are limited on Minas Morgul. (9 max)
3. Adding Nazgul to black gate would make capping flags practically impossible. Gondor would also be almost entirely defenseless against Nazgul on the field because there is nowhere to hide. Been suggested multiple times and still hasn't been added.
4. Nazgul is already on Osgiliath...
