I've only played as nazgûl once, which was for five second when it was buggy so anyone could use it, but don't think I don't understand how it works for that reason.
Inspired by light_monarch's post 'Uniting -how to used right or wrong', I'mm writing a small guide for /scream-ing.

Don't scream as soon as you spawn - we have no use for it then. Instead, save it for:
a) offensiver
1. When many are capping. Yea, even if.many are caping. /scream can give them those extra secs they need to cap.
2. When someone's close to cap. It'll give the capper a higher chance, no doubt.
3. After a unite. It can give the united soldiers a slight edge, to get oriented and take control of the situation. When you're united, a second of confusion usually follows, and that second is important for both teams.
4. When trying to bash a gate. Give the trolls a second of peace, and the soldiers a moment to get over the wall.
b) defencive
1. When the constructors need some time to brace the gate. You can't bash when blinded, for blindness blocks sprinting.
2. When the enemy is capping. Maybe not as soon as they start, wait until forces are ready to kill the cappers.
3. After a unite. Give your team some extra time to regroup after the surprise.
