Ok I have been on the server for a long time and for some reason I don't know how to snip other players comments and put them in mine, like the snippy thingy! Ugh please help!

Ok. What you need to do if locate the area where you would usually like someones post, the thumbs up highlighted in green. (Like this post 
) Then, scroll from the report/caution option to the reply one to you meet the quoting option, or how you describe "snip."
Click the post you will like to quote, and click the quote option. (Should be seen as this: ")

Just an add-on, the "snip" is where you yourself take the quote and replace it with a snip, to save space.
