What's that weird brown thing on the Steve skin?

I have noticed there are two steve heads, and one is definitely a mouth. The one I think you are talking about looks like a beard to me.
 
It's a mouth.
There was originally a beard under it, but that got removed after people thinking he had 2 mouths.
Pixel art is hard.
