I'm holding the meeting so what I say goes. Zebulon is my enemy so I don't want his men armed around our leader

Well that's not fair, so he isn't coming unless you change that. This is why the Swiss need to host the meeting, as they will give everyone equal rights, and NOBODY will be allowed to enter the meeting room with personal guards. Only elite Swiss guards
