Few soldiers will be allowe past the borders. Fewer will be allowed in the city. No guards but 6 Gurkhas will attend the meeting, all other guards brought by everyone else will remain outside the Shangri-La hall

Why? You don't need guards to protect you. Shangri-La is a safe city, and this Hall is sacred and safe. No guards could best the Gurkhas. You will not need any other guards. They can remain right outside the council room, though. Stand in the doorway if they want
