Eh, last time I used a mod I had to put it into a new folder in my .minecraft titled 'Mods' then I had to open it and install then boot up Minecraft and select the modded profile, you need Forge I think for some mods as well. So if you need that and have it installed as well the Profile should be titled 'Forge'. Fairly simple I think but the last time I used mods was back in like... 1.7? No idea how different it might be now :/

If you install forge you need to select that launcher and install the .exe file, once that's done, start up the forge profile in game at least once for it to load it's files, then a mod folder should pop up in your .minecraft folder on your comp. You can just drag and drop files in there and then start up MC again. If it works forge will says X mods loaded in the bottom right. 1.7 and older required using 7zip or similar to change the minecraft files, but newer versions are pretty easy to mod, and there's also plenty of tutorials on youtube about most every major mod.

Gravy, sorry for being confusing to you. But you don't actually need to apply a mod to minecraft, all you need to do is to download the technic launcher and then download the modpack on there.

ModLoader^^ delete META-INF ^^ xD No but seriously today it super easy, get forge, plonk your forge mod into the mods folder - done!
