Make them fun with weird NPC's, try to make destinations close by, make it easier for newbs.

Although, I'm not going to join, I suggest it should be the more challenging the quest, the better the reward, so more people will move their asses in the front line.

I'm helping I demand the enjoyment of helping.

Make quests involving competition against other players, for more immersive RP

I'm thinking it won't work because the other players have to be in the same quest as well, unless you are talking about targeting players, then that won't work as well since most of the time pvp is banned.
