You can in the USA, Canada, south America and I guess that you can also do that In France, UK, Germany, Sweden and most of Europe. Where do you live that you can't change your name?
Well as for naming you, who else do you think is gonna name you? You certainly can't when you are born. But changing your name for free once would be a nice thing, though it might take quite a lot of work and money implementing a system like that in country-wide. If their name really bothers them, I've seen people who come up with their own name and only give that one out to other people, whom people refer to that name rather than their given name.
Lets see... I suspect an Average English speaker would say "Jeegan" But I'm guessing it's pronounced "Yegan" or "Yay-gan"?

It's basically Jugan but most people emphasise the "jug" too much. I've had so many other names like Jaegan, Jurgan, and the more wild ones like Yay-gan like you said and Cheegan.

There's only 2 genders, it's in our nature itself. If a girl feels more like a boy then let her act like one. Probably from your perspective, you see it as a mental illness, whilst orthers see it differently. It's all about perspective and understanding. Plus, if your name is "Dick" and you live in USA or UK, you'd love a name change as well.
