Because the populace treats them like shit. I'd rather cooperate with the people who pay me rather than the people who treat me like shit for doing a job someone has to do.

I am often compelled to sympathise with police and established government, even if they tend to turn out to have certain... flaws. Being rebellious may seem like a noble cause from a small and simple perspective, but in the end, even if you replace one bad government or establishment, the new one will inevitably soon become similar to the former. I'd rather have and obey one bad government, than to endure violence and chaos just to get something that's not better anyway.

Well yes, you can't fight everything, sometimes compromise is inevitable. There is, however, a certain tipping point where not rebelling or at least expressing your opposition does more harm than good

I pity them. There's a sizable portion that would like to join us, or at least not be there, but they can't, for obvious reasons.
