Flags capture at between 95% and 98% instead of going to 100%

This isn't technically true, it just seems this way.
The flag captures in steps. Because the steps are usually a 5%+, so the last step you see before the capture can very well be 95% or even less. (This depends on the amount of players online and capturing.)
