This system often breaks down as it does not change the vote value if someone leave ore join if you already typed the command and then if your 4 ore less i think it doesnt work even if your above the 70 procent
 
This has already been reported before, and I said it not working under 5 players is intentional.
Fixed it not updating correctly on quit though.
