The elite army of Carthage bar any and all persons coming from the east, using the few roads as funnels. Crossing across the desert is suicide. Ports are closed, and any refugees are dumped across the border. Any that attempted to cross back into the Empire are turned away with the threat of force.

Messangers are sent to all other nations asking to give the antidote to any sick people and to send them back to Israel. Meanwhile another shipload is sent to each nation of the antidote

Hell's Angels will join you in this fight against this plague.

They request to sail along your borders to get to the western cknfederacy

Some refugees refuse the Israelite help, accusing them of causing this wicked plague, which killed of hundreds of innocent people

The messenger is sent back with a note explaining that the Western Confederacy possesses no such antidote and requests that Israel deliver some so that the Confederacy can fulfill Israel's wishes (I don't think I was included when you said that you gave the antidote to your allies xP)

The refugees aren't allowed to pass the Malta Defensive Line, but are allowed to go north towards Italy. So no, they can't sail along my borders.

They don't have proper ships, only small coastal and river merchant ships and fishin boats. A sail to Italy would be disasterous

A few empty ships, with no cannons and limited provisions are given to the refugees. If they didn't leave Carthagian waters, they would be utterly crushed by bombardments and superior infantry.

The shipments will arrive in each city in a week (about 5:00 east coast time zone for US) ((and yeah everyone besides IB got an antidote, including red))

It's a plague, it spreads quickly. The soldier come home to the wife and kiss her. Wife kisses child's head, child goes to play with friends, boom, all the children are sick, and all there families are sick. Disease spreads fast, and one this powerful would be deadly
