... Did you see the map of where major amount of troops are? That doesn't mean all troops are there, that's where most are. There would be lots on the coastline, which is well defended (that one in peticular)

This coastline is the only way to assault this area (unless your Carthage) so it would be very well defended. You can't just attack it and when they defend use the "powergaming!" Card
