You can only get to Shigori 3 ways. 1. Through Bloodsworn lands. One does not simply walk into Bloodsworn 2. Through India, around the celestial and Himalayan mountains (those passes are heavily guarded 3. By sea. That would be hard. Such a voyage would take quite a long time and a rather large ship. That size of ship could only be found in a heavily guarded port. Shigori would be too far, too difficult. However, Israel would be willing to keep you protected. You would not be imprisoned, and would be allowed to live a normal life, without being hunted

I mean I just walked/moved through Qarir, then into Rhun, then in Muscovy/Acrean territory, then crossed into Shigori land cause there isn't a wall there
