Having small boats doesn't necessarily make it faster than a warship. You need sails to move more efficiently as well. Think about it. Your canoe use like a few paddles for you to move compare to a ship with a large sail, possibly with a huge load of paddles. Same thing on your raft. That thing needs a larger sail.
