Now, going through each question:
So whos rebelling the orcs or the other races
Sauron-alligned nations are the ones that can technically rebel, as others like Dunland, the elves, dwarfs, hobbits and goblins aren't under his wing. And rebellion is the player's choice.
And what about those goblin populations/groups undergound?
I have not listed goblins as they are either terribly few in numbers, too reclusive to even have heard of Sauron's return or actually stuck inside the Misty Mountains (I mean, how would anyone get outside Moria, now?).
They might be added if we fill our current faction list, even though that is unlikely to happen.
2 things: Can I claim mordor? Or instead, can I lead an army of uruk-hai to attempt to reclaim isendgard and make it a nation by fighting the ents once in for all?
I believe we already have a claimant over Mordor. I encourage not picking the same nations as others. The closest thing to Mordor, in theory, is Gunndhor (vassal Gondor), so you could pick that. If you're not that skilled in RP, however, you could pick a smaller nation, or an adventurer/mercenary character to play.
Also, uruk-hai are currently extinct. What little were left after the War of the Ring were killed off by normal orcs.
