You can't apply it for three reasons:
-in Chivalry this thing works because it's fast and dynamic. Here it's extremely slow and moment breaking.
-For Honor, the main inspiration behind this apparently, seems to use this against players, which are vastly outnumbered by minions. Still moment breaking, hey?
-the lag. If the server had 80 people, it would have to teleport them constantly, repeatedly and never stop.
Also it's an April Fools.
However, similar things could be done normally through haste/fatigue potions or 1.9 implementations such as different damages for body areas, attack recharging, shields, or something else.
