One thing I missed about v1/v2 is the massive earrape that is the main theme that plays after the game ended:
While I do not miss having my ears blown up, the theme made it feel like you were going through an epic battle. I think re-adding themes like this to the game would be better than just the Mordor horn. To me, the Mordor horn does not give any sort of emotion to the point it makes little difference whether it's in the end of the game or not.
To take it a step further, I suggest adding victory and defeat themes for each faction. So, for each faction, if they win, they will have their own victory team that is for them. Here is an example of one from a game series that was at its peak during the late 2000s:
To apply this to EW, there are provided themes played by various factions from the LOTR/Hobbit movies. Like, Uruk Hai will obv get the Isengard theme, for example. For the factions that are underrepresented (like Dunlendings), we can borrow from other sources like this for example:
