The Great Council is comprised of three Premiers. Dimi can be elected Prime Minister or one of the Custodians. The reason we have three Premiers is so that it is impossible to have a tied vote.

That's not true. The Premiers represent all provinces, not just the ones they're from. Also, as I said before, Dimi could be elected Prime Minister or Custodian.
