The parry ability adds extra absorption hearts when triggered, but the amount of time those hearts last is the same amount of time for the cooldown of the ability.
This means that you can only damage someone with the parry ability if you deal the amount of absorption hearts + some more in the timespan of the cooldown.
This issue was fixed like a week ago but is now back: ability cooldown = ability activity time
